Yes. It appears to be a chop shop. Cars come there whole and in a matter of days they’re stripped and gone. Very heavy volume of traffic and cars in and out.

The police department will look into this matter to determine if it is a junk car violation.

I have observed flatbed trucks dropping off and picking up vehicles at various times of the day and evening. You can hear air compressor running along with power equipment, banging, etc. In most cases, there are no license plates and they park the vehicles in such a way (at an angle) so that you cannot easily see the plate even if there was one.

I don’t understand how this issue could be closed when this activity is ongoing. Ruzzo wouldn’t have closed this if it was in his neighborhood! What action did he take? Most activity occurs late evening into the middle of the night. I know the police have been called in the past for noise complaints, but nothing has changed. The yard look like a used car lot.

The planning department probably drives by during business hours only!

The town planner obviously just drives by during town business hours. The SUV's parked diagonally on the lawn hide the vehicle covered by the tarp. The back yard shows another hidden vehicle and car parts. Does Windsor's zoning allow this type of activity? Did the police department check out the six to eight vehicles found there later in the day with hoods up as registered to the residents of 108 Mountain Rd.? Are the plates legitimate?

The vehicle parked diagonally in front of the vehicle covered with a tarp has been there since MAY, often with the hood open and with people working on it. Note - late in the day and into the early hours of the morning is the prime time this operation is running. Did the zoning enforcement officer check the parking regulations in residential zone A and is auto repair accepted use?

Activity again...now a flatbed picked up a completely stripped car. Definitely looks like a chop shop - how could this be legal? As a residential address (zone A), can this type of business be permitted?

The police department has already begun taking action as specified in the junk car ordinances. The first few steps have already been completed and we will continue to address the issues and seek voluntary compliance from the owner. Unfortunately the ordinance has specific time frames the officer must follow, which may take a little time to remedy.
