Description
Daily parking of 2 commercial vehicles over 10K (tow truck & trailer) on Overhill Rd; 1 is parked at 7818 and the other at the corner of Shelley. Driving through the street with large commercial vehicles has been difficult not to mention the oil leakage that is on the roadway. The community has been told that there is statute covering this with traffic/parking fines per day for violation.

While the original complaint is being investigated by Cpl. Burkhardt, I would also like to add the following to the complaint:
1. At the entrance of Phyillis Road and B&A Blvd there is a County Road sign that states no commercial vehicles over 1 ton are permitted in the community except for deliveries. All the identified vehicles are clearly in violation.
2. The vehicle stated originally at the corner of Shellye and Overhill roads is at 7808 Overhill. It is a Tractor Trailer truck. This truck is parked roadside or in their driveway. Both locations are in violation. They are also parking their RV Camper near the corner of the two roads, which is making for a dangerous situation due to blocking the visibility when exiting Shellye road onto Overhill Road. I have personally struggled to see the oncoming vehicles to my right when exiting Shellye road.
3. 7817 Shellye Road: The tenant is parking his commercial work truck in front of the house. This truck is also over the 1 ton limit.
4.7817 Shellye Road: Due to the parked commercial work truck, the tenant is parking his private vehicle in front of the Fire Hydrate. This Fire Hydrate is always blocked by him and other local residents.
5. Request the traffic division paint the roadway to identify the Fire Hydrate and the clear distance that must be maintained when parking on both sides of this Hydrate.
6.7815: Another Commercial Vehicle, Blue Dot Company I believe is the name on the truck. This vehicle is also a 1 ton vehicle in violation of the posted community sign.
Looking forward to an update to these complaints,
Thanks

Hello,
It has been 30 days since I submitted this issue.
It has been reviewed by two individuals on Sept. 5 & 7 and is now to Cpl. Burkhardt
When is ACTION GOING TO TAKEN on this problem ?
The public's belief is this system of SEEClickFix is to have problems / issues reviewed and resolved with a logical solution.
The problems that I identified, in great detail and investment of my time have a simple solution ........send an AA County Police Officer to patrol the Sun Valley Community, visit the specific addresses I identified and ticket the vehicles. This can easily accomplished on one of the officier's routine patrols of the Community.
I am monitoring the SEEClickFix system and the identified locations awaiting action -

John and Concerned Citizen,
Hello,
Corporal Burkhardt has been re-assigned for sometime. This is the first that I have heard of these issues.
I rode by Overhill Rd. this morning.
1. The green semi was parked in the driveway. This is not a parking violation. You would have to contact zoning and have them come out to address this problem.
2. The camper that is parked in the street at Overhill Rd. and Shellye Rd. has expired tags and has been tagged and is eligible for towing 10/10/18.
3. The commercial motor vehicle that is parking at 7817 Overhill Rd. was not on location. I am assuming the operator is at work. If he parks the commercial vehicle on the street when he comes home, someone can contact police communications (non emergency number 410-222-8610) and have an officer address the violation.
4. I spoke with the tow truck operator and he advised he would not park his tow truck on the street. If he does, pleases feel free to contact me and he will be cited.
5. I observed no vehicles parking near the fire hydrant. Again if there is a violation, contact the non emergency number for police communications and they will send an officer to address the violation.
6. There is a white, Honda suv with no tags on Shellye Rd. It has been tagged and eligible for towing on 10/10/18

Hello Corporal Beaujon,
Thank you for addressing the assigned issues of Corporal Burkhardt
As you stated, your patrolled Overhill and Shellye Road in the morning; that is not when the violations occur. I should have been more time specific in my original submission, I apologize.
1. The green Semi - it is in violation of the posted truck restriction signage at the entrances of the community. These signs were posted because of this exact problem in the the past years.
Based on the fact these are Vehicle Restriction Signage, enforcement should fall under the Police Department jurisdiction; that is why I believe it was assign to your department instead of Zoning and Planning.
Please keep in mind, I only submitted the Complaint / Issue; The Administrators of the Clickfix assign the submissions to the appropriate departments. As submitters we can not direct them to a specific department; you would have to re route it.
3. 7817 Commercial Tow Truck - The truck is parked in the evenings - again - he is in violation of the signage - regardless where he parks
5. 7817 Shellye Road: The truck is parked in the evenings; it is a commercial work truck - in violation of the posted signage. The tenant is parking his private vehicle in front of the Fire Hydrate. This Fire Hydrate is always blocked by him and other local residence, whoever can gain the spot due to vehicle overcrowding on this street.
Corporal Beaujon,
Please keep in mind the purpose of this Seeclickfix system is to submit problems, complaints or issues and have the Administrator assign them to appropriate department for resolution.
I or the other concerned citizens should not be latter advised to contact the police or zoning to address what was initially submitted. We already did our due diligence.
We are still waiting for these issues to be addressed and resolved,
Respectfully,
Police non-Emergency Corporal Beaujon (Verified Official)
Hello Mr. John,
You are very welcome!
As you stated, the commercial vehicles are parking their vehicles in the evenings. As I stated I did not observe them during morning hours and that I could only assume they were at work.
1. The green semi- I can not issue any citations to this vehicle due to the fact of being on private property (driveway).
I do understand you and others submit issues on SeeClickFix and the administrators assign the submissions.
3. 7817 Commercial tow truck. Again, I can assume he is working during the day and parks at night. If he is parking in his driveway, I can not issue any citations. If he is in his driveway, I agree he is in violation, of a zoning violation.
5. The truck parked in the evenings, if its a commercial vehicle on the roadway, I agree he can be issued a citation. The police need to be called when there is a violation, to address the violation. As of the fire hydrant violation, again we need to be called when there is a violation.
Again, I understand the purpose of SeeClickFix and each others roles. I can not issue citations when I do not observe violations. I will contact zoning for the issues in Sun Valley.
I understand you are doing your due diligence, with that being said, SeeClickFix is way to report issues and is not "real time".
I am heading to Sun Valley now in hopes to resolve some of theses issues.
Respectfully,
Police non-Emergency Corporal Beaujon (Verified Official)
***UPDATE***
I spoke with the owner of the green semi. He was advised about the zoning violation, agreed to move the semi and was driven away while I was addressing an abandoned vehicle complaint.
His father is the owner of the camper parked at Overhill Rd. and Shellye Rd. His father was on location and was putting a tow hitch on his truck, while I was there to remove the camper.
The abandoned Honda SUV (previously misreported by myself on Shellye Rd.) was towed from Phyllis Dr.
There were no commercial vehicles parked on the roadway while I was on location.
There were no violations at the fire hydrant across from 7817 Overhill Rd.
I am aware the semi driver may park in the driveway again, if he does, I will make the call to zoning on behalf of Sun Valley.
I am aware the camper owner may not move the camper. If he doesn't move the camper today, I will tow it in the morning.

Hello Corporal Beaujon,
Thanks for your update to the various locations !
My recent observation of the locations are as follows:
1. The owner of the green Semi Truck is still parking in the driveway. This appears to only take place in the evenings, When I drove past the house, the owner raced to his front bay house window to see who was driving by; he knows he is being watched.
This complaint/ violation needs to be sent over to the Zoning Department.
2. 7817 Overhill - Commercial Tow Truck - The truck is still being parked in the driveway in the evenings. This complaint/ violation needs to be sent over to the Zoning Department.
3. 7817 Shellye Road: The commercial work truck, a bucket truck, is being parked in the street. It usually occurs after 4 pm. The driver of this truck is also parking his private vehicle in front of the Fire Hydrate. This car is typically parked there all day. I believe both these vehicles should be subjected to tickets.
Please review these locations again during your patrols and advise,
Thanks Again !

Thanks for your efforts on these issues -
1. I have not been contacted by Zoning concerning the case numbers for the vehicles parked in the driveways.
2. I have contacted the non-emergency police number concerning the vehicle blocking fire hydrant and also the Commercial oversize bucket truck violation. Upon my first call, the violations still continued. Upon my second call, I was advised there was no information in the database that they responded to my first call.
Again, my complaint was recorded and I was advised an officer would be dispatched.
I am monitoring the address to see if any changes to the parking of these vehicles occurs.
It is truly amazing to me how labor intense & time consuming getting these problems resolved has become.

John,
1. Zoning will not be contacting you on the issues due to the fact you were not the one that filed the complaint. I contacted zoning on behalf of the Sun Valley community. I have not heard anything from them, but the minute I hear something, I will pass it along.
2. As to "no information in the data base that they responded to your first call". I pulled the CAD notes for the entire month and found officer did indeed respond on 10/27 and the notes advised "no violations" and on 10/29, again officers responded and spoke with the owner of the vehicle that was blocking the fire hydrant and he moved the vehicle.

Corporal Beaujon,
Thanks for the follow-up and the detailed explanation on theses two issues.
I'll await your contact on the zoning issue concerning # 1
As for item number #2; The Bucket truck was parked in the street during both phone calls that I made to the Non-Emergency Police Number. Based on the CAD report, I am now understanding this not a motor vehicle violation to have a commercial, oversize/weight truck parked in the street. Again, this contradicts the posted signage at the entrances of the Sun Valley Community.
Does this also need to be redirected to the Zoning Department ?
If so, I will submit it on a new SeeClickfix request.
Please advise,
Again, thank you for your time and effort on these issues.

Hello Corporal Beaujon,
The two issues are still continuing at 7817 Shellye Road in Sun Valley.
The Bucket Truck is still being parked in the road and the red car, as seen in the picture, is still in violation of the Fire Hydrate.
Please review and advise -
Thanks
