1 year later, sign still looks terrible

Is this at the shopping center, or adjacent to a housing subdivision? It was not installed by the City of Tucson so would be the responsibility of the private property owner or Homeowner Association to repair. This likely does not qualify as a code violation that would require action by the City of Tucson.

This is at the shopping center, not the housing area. It is on the south west corner of the Nexus and Valencia intersection.

This is not a city-owned property so cannot be repaired by the City of Tucson - and appears to not be a code violation that the city can compel the property owner to repair. If you are a regular shopper at the center, it may be worth contacting any of the major tenants so they can ask the property owner/manager to repair this.
