Description
Southbound Webster Street is a busy bike lake with heavy morning commute traffic with bicycles and vehicles. The 2101 Webster Valet Parking and Laundry create large numbers of double parking cars on a daily basis blocking the bike lane, even if there is curb space. This creates a hazard for bicyclists who are forces into the traffic lane.

This same issue occurs with a bit less frequency on parallel Franklin Street, and involves a lot of delivery vehicles in the bike lane as well. There are multiple car lanes but only one bike lane on both these streets, so if delivery and valet personnel don't have any curbside parking options why not just park in one of the auto lanes? At least that way the bike lane and one auto lane are still unobstructed.
Due to all the double parking and drivers making improper turns across the bike lanes, I would say I spend more time out of the bike lane on Webster and Franklin during rush hour than I do in it.

Webster Street from Grand down to 14th Street is getting repaved and restriped soon, possibly in 2014, and there is a redesign of the bike lane incorporating a painted buffer between it and the other through lanes to be implemented at that time.
I'm not sure if it is too late to add additional features or not, but with the new buffer space there might be room to install flexible bollards in some places to discourage double parking, or highlight the bike lane with green paint or "do not block bike lane" reminders.
