Sec. 98-5. - Inoperable motor vehicles.
No owner or person having right of possession of a motor vehicle shall allow such motor vehicle to remain parked on a public street, public street right-of-way or public property for a period exceeding 24 hours if such motor vehicle is inoperable. For the purposes of this section, an inoperable motor vehicle shall mean one that is incapable of being moved under its own power, is in a state of disrepair which makes it unsafe to operate upon a public street or has one or more flat tires.
