New zone configuration for sensor camera.

Changed the zone configuration slightly yesterday. Split the middle "2" zone into two separate zones for better detection of bicycles. Following either tire track of the lane and stopping before the stop bar should work. There were several northbound cars and no bicycles in the 25 minutes it took to set this up. For lack of being able to verify operation with a bicycle or being able to simultaneously stand in the zone and check it during this solo effort we will not mark it. A similar configuration has worked at other places. We would prefer not to mark an exact placement unless it is absolutely necessary. Usually, just walking in a car-size zone is enough to trigger it. These new smaller zones are more sensitive than they were originally, so this should work more reliably. The Department of Public Works has resolved this request.
