It’s the gentleman selling newspapers at the front of the ferry line during commuter hours Monday through Friday from what I have observed. He accesses the sidewalk to pick up his table and newspapers etc. His car will be parked in one of the handicap spots near the entrance to the front room. Also have noticed increased damage to the car over time, now the front bumper & headlight assembly is being held on by a bungee cord. The gentleman may have arrangements to do this, but I think liability to the City might outweigh that. It’s hard to believe that with private security, parking enforcement, and the Vallejo police department all at least visiting that coffee shop in the morning no one has ever observed this. Thank you for the follow up. I sent inquiries to the Permit Center (about a possible encroachment permit) and Code Enforcement regarding this issue and will update this post accordingly.
