It's the Southerland Bayou Boat Ramp which is maintained as a Pinellas County public boat ramp as well as advertised on the Pinellas County Org website.

Pinellas County Org website states, "History: The boat ramp’s name identifies the adjoining body of water, Sutherland Bayou. This property was previously privately owned and known as the “Palm Harbor Resort”."
