High tide about 6 pm along with a storm surge from Gordon probably making it difficult for rain water to get back to the sea ... just guessing.

Certainly the heavy rains contributed to the ponding of the water, however there are no drains are apparent in this crossing area, so tidal flow would not have backed up or prevented drainage. Settling of the brick pavers appears to be the cause.

I stand corrected.....upon closer inspection this morning after the water had receded, there are storm water drains located in the gutters, however they are filled with sand (on the south side crossing).
