Isn't this an issue of the community as it abuts their property, I would think that the same policy for snow would apply to this as for maintaining the sidewalk. Either way this is not a wait for funding situation when you are sending pedestrians into the road.... it takes a shovel and hose to make this acceptable for the short term until a longer term fix can be determined.
