I'm conferring with my supervisor about what exactly City Code says concerning security cameras pointing at other properties. I can also keep my eye out for the cars blocking the sidewalk & other landscaping-related issues.

As far as I know, as long as the cameras only see what the average citizen walking or driving down the street can see, then it public view. While rude, it's not illegal. If they can see something more then the general public can see them there may be a problem that can be addressed. We will look into the parking and abnormal traffic.

Naturally drug dealers have cameras installed so they can see when the police are coming.
They have already attached my 15 year old daughter, grown adults chased my 7 year old daughter and then they offered narcotics to 2 of my family members....
Yet nothing is ever done about it!!

Location checked by this Officer on 9/10/18. No parking violations observed. No cameras observed from street . House appears in clean condition. Do we have the right address ?

They know what to do before the police come by hiding their things and make it look like they are very innocent and law abiding people. They are very sneaky about things

As stated by Capt. Alcox, the question is this -- Do the cameras "see" anything NOT visible from the public sidewalk/street & alleyway? As in, are they angled to look into your windows or over a privacy fence?

I am not sure what the camera sees as I'm not on the other end, it can be motorized to move for as much as I know. What I do know is it is positioned to the living room and driveway. I do not feel it is okay to be monitored when I'm in and out of the house but I digress. Knowing the past of this particular individual and seeing as this is legal I shouldn't have an issue setting up cameras of my own and monitoring what happens on this street because it is "public view" correct?

It sounds like you may do so, sir. The 4th Amendment is based around "reasonable expectation of privacy," and from what I understand, courts usually rule that if a passer-by can observe it from public land, like a street or sidewalk right-of-way, (& usually if it is outside of the enclosed dwelling structure), there is no reasonable expectation of privacy. This applies to both public lands & to private property -- the open land around your homestead, i.e. your front yard. In Hammond, I do realize front yards are usually much less than half-an-acre & much different than front yards in, say, rural properties with multiple acres. Our homes are often just a few feet from property lines & public rights-of-way, which requires a fair amount of respect for these boundaries. As Capt. Alcox said above, it may be rude but it sounds legal. Basically, these cameras should be used for safety reasons, not for spying.
