It's the worst at 13th and Pearl Street, near the UHaul facility.

They stand there at all hours of the day and harass passersby. I've lived on 13th just North of Callowhill for almost 3 years and consistently have to take an alternate route to avoid feeling uncomfortable or like I'm in danger.

These individuals have taken up "residence" (complete with furniture) on Pearl Street toward 12th Street LESS THAN 100 YARDS from the KIPP Charter School. The Callowhill residents do their best to routinely clean this area, but The Sunday Breakfast Rescue Mission should take more of an interest in the community it impacts.

The problem still happens, and with more regularity as we get into the spring and summer months. This past Sunday for example I found 2 men with their pants down in the back seat of a car on Buttonwood Street Between 13th and Broad.

the Sunday Breakfast Mission has to help out the community by having the individuals loitering in the area around their building move along. if individuals are still lingering about and they always are they should call and report the matter to police. they ask people to help support their cause but the should also support the surrounding community as well by having a zero tolerance policy for the loitering that takes place around their building.

there is now what can only be described as a shanty town that is acting as a a base of operation for these activities on Pearl St at 13th St. At any given time there are 4-10 individuals loitering there, male and female and they are performing sex acts in Pearl St in the open. At the same time they are also openly selling drugs and even using in the same area. It seems that calls to 911 go unanswered so maybe this forum might be a way to get these issues addressed. I'd take pictures but I fear for my safety if I were to approach the area/individuals.

It does seem that when I've called 911 the last few days, they cop an attitude and get snarky. As soon as I described one guy as black, the male operator was downright arrogant and unhelpful. This morning I called about a guy sitting on the stoop of Beaux Arts and the operator was a little more helpful. While I haven't seen one guy, in particular, for a while, I used to see him regularly working 13th and Spring Garden. I believe he is a drug dealer. He has a slight build, always wearing baggy clothes and very thick braids. He's black. He often has a baseball cap on. I've also seen him mingling with the crowd at Sunday Breakfast.

I'd like to echo the sentiment that Sunday Breakfast needs to step up its involvement. They bring a lot of these men into the neighborhood and the least they could Sonia help police it.

all the issues listed in this thread are still occurring and it seems as if the communities concerns are falling on deaf ears. It was my understanding that this forum was here to report problems to the city and the city would then assign the matter to the appropriate agency for follow up so I'm confused when the reply is 'contact the nuisance task force'. Isn't that what your agency is suppose to do? It seems as if the buck is being passed and this resource is just a waste of resources. The purpose of this was to alleviate calls to 911 and the police and if your answer is to call the police citizens should just go back to what they did before 311 existed and any money the city uses to fund this should be allocated elsewhere and not wasted.
