Well, that should get the vehicle cited/towed as it wasn't moved more than a block. I'd call 311 if they don't acknowledge this.
FROM: SF Transportation Code Section 7.2.29. PARKING PROHIBITED FOR MORE THAN THREE DAYS (On Public Property).
1. The Department of Parking and Traffic has 2 business days to conduct an inspection and mark the vehicle.
2. Once the vehicle is marked, the owner of the vehicle has 72 hours to move the vehicle or it will be cited and towed.
3. The vehicle must be moved at least one block or one-tenth of a mile.

Is it still there? Did you call 311? I see they haven't even acknowledged the issue on the website.
If the vehicle isn't more than one block or one-tenth of a mile from where they got their first notice 72 hours later, then call 311 to have someone ticket/tow the vehicle. If they gave you a reference #, reference it again... and again.
