Most of the scooter companies employ (wait for it) independent contractors who collect the low-battery scooters at nite, charge them at their homes, and redeploy them in the AM - sort of like newspaper delivery contractors. I think it will require being steadfast, vocal, and insistent to city hall to nail this. If you decide to dispose of them, remember they have GPS modules inside, so don't hide them under your bed :)
