Description
There is an easement next to 153 Bayview that allows anyone to walk between Bayview Ave and Tuolumne. It may be useful for utility companies, but even more useful for thieves - it is a frequent site for dumping for stolen Amazon packages, graffiti, trash including condom wrappers & packaged dog poop. Intermittently there are loud altercations there. The cement closest to Bayview is a hazard - broken and even wobbles up and down when stepped on. There is NO reason for this to be a thoroughfare - it should be closed off with access for only the utility company access! Or at least a camera should be placed by the city, and the hazardous cement should be addressed. (I’m sorry Site would only let me upload 1 photo) Neighbors on Bayview / Mountain View, come check this area for missing packages - they left the contents for one of mine they weren’t interested in!

This is a public access issue, Grounds can clean up the pathway which is meant for the walking public and to make it easier for citizens to walk through the neighborhood and walk children to school.
This is an issue that must be reviewed by Planning so they can decide how we move forward.

I do want to make the point though, since you mentioned it... This is NOT a place where children should be walking to school, and no parent should be encouraging their children to walk through a secluded place like this where they could be assaulted, exposed to drugs, and in general make it easier for someone to prey on them.
In addition, the locations of the schools or businesses around here do not make this a needed or convenient route. I don’t see any pressing need for anyone to get through here given that Greenfield & Fleming are so close...again, this is far more a menace to the neighborhood than an asset!!
