Hello, I have only lived here a few years but each October they have always put up those orange resident only parking signs. Well, first time but called the police today about some tourists parking right in front of the signs and asked they be ticketed/towed. I took the time and went to get the Halloween parking pass as a resident. Turns out, there was NO POINT! When I called the police they said I would have to talk to the City Council because they were told they cannot ticket cars on certain streets! What a kick in my already-overtaxed butt!! Apparently they do not want to send bad vibes to tourists. And yet, when I, a RESIDENT, went over on a parking meter, I got a ticket! What is even the point of having these signs put up?? Just to give the DPW people something to do? I have read about how the current administration does not care about its residents but now I am really seeing it. Thanks for the push, Salem, I had an accepted offer on buying a house with my girlfriend but nope! Not going to buy in a place (we had a business plan submitted as well) and pay my property/business taxes to a city that clearly does not care about its residents. I used to really like Salem, told everyone they should come here, good place to live, etc. Past few years things have really gone downhill. Now a complete and total disregard for residents, cow-towing to tourists has ruined it.

Wait, what? How can this be true?? The councilors actually said DO NOT TICKET tourists?! So does that mean that we residents do not need to worry about tickets now too? Need to get this info to Salem Patch, Fox25, etc. This is an affront to all of Salem's residents. Maybe the news can shed some light on the bias that this city has against its own residents.

I was told this as well. So yes, it seems that is the case. The city of Salem's Council has said not to ticket certain streets that have the orange posts. I do not know about the rest of you but I have contacted 2 news stations to see if they care to investigate. What a slight to residents! Any Councilor that said/voted to do that you may want to reconsider voting for next time!

There is a resident parking permit? Does that mean as a Salem resident, who lives in south Salem but works downtown, can get a resident parking permit During the month of October? So many streets have “resident only” signs, that I have to park ( if I can find a parking metered space )five and six blocks to go to work! I pay my taxes for over 35 years !!

MarieT, there are resident passes but they are by street/zone. So you could get one for your street, but not near downtown. You have to bring in a utility bill, license, registration, etc. Look at the City Hall website or call them. Either way, this is a horrible thing to do to residents and the councilors/mayor should be ashamed of themselves. I plan to find out every councilor who voted to do this to their constituents and post them on this site and others to let people know what they are voting for. It is also unfair to the police who are the face of it all and have to deal with all the irate residents calling in about it. Seriously, who thought this was a good idea?

We do not live in the city anymore exactly because of stuff like this. Not to mention the latest tax breaks for developers, as property taxes keep going up. Honestly do not get how people can continue to live in Salem with all these foolish policies, taxes, traffic, homeless explosion, etc. Or how they like to tell people they cannot park anywhere for street sweeping but offer no solutions on where to park when schools are open. Still, for those trying to contact news stations, you may not want to make it super known that people can just park anywhere! Kind of a tossup between letting people know they can park all over the place and letting people know how the administration is treating its residents. You all voted them back into office, what did you expect? Your mayor only cares about tourist dollars and making Salem a hipster/homeless mecca. Residents do not matter.

I think assigning this to engineering says it all. What is the connection between engineering and police writing tickets? As for NSJewel, I get what your saying about residents not mattering but we sure do matter when it comes to paying taxes which in turn run this city. OUT OF CONTROL. It's really not right! They didn't even put the resident only sign on my street and I haven't been able to park near my house since OCT started! I have to pay to park while tourist park for free all day and night in residential streets. I called to ask for one and they said the next meeting is Oct 25th, so I guess next year? How disappointing!

Exactly why we moved! Stuff like this, and I just saw that you now have that stupid, cheesy carnival again which will be just GREAT for residents! Right off of Washington and Federal, which is already just GREAT for traffic, right?? So that slap in the face to residents, the fact you pay as a resident to have a spot to park, and then non-residents can just come in for free! At least you will have all the additional traffic congestion from the carnival! Yuck. How could you guys vote that administration back in??

My BF was ticketed on our street WITH A PARKING PASS ON THE DASH. His truck won’t fit in the driveway so he used my pass on the street. Ticketed because the plate didn’t match. Now I’m even MORE @#$%. This is preposterous.

Actual City Councillor here chiming in - that's totally not true. We've never, ever, issued any kind of order not to ticket tourists. In fact, we raised the fines in October for violating the resident parking zones. So that's the deal.

Thank you Josh. I was at that meeting and you did raise the fines. Unfortunately the lots around town also seem to have raised their rates.
Next chance we get we should raise the parking violation fee to $200, just like Handicap spots.

@Mrs. Wolf, sorry, but this is 100% true. We were told the exact same thing on the phone by the police dispatcher when we called. I will swear an affidavit on it and would be happy to meet with JoshWard5 (my own ward councilor has not returned my calls or emails) at the police station to find out who is lying here. We are also not the only people to have been told this!

We cannot speak for everyone else, but will say that since the first time we called, they have not said that. HOWEVER, they have also NOT come out to respond. So the disabled people on the street cannot park near their homes because non-residents are parking there and the police are not responding. It is possible that the council told the police not to ticket for the first wkd of October or up until the parade (residents do come down from around the city).

The fine for parking in a resident parking zone in October is $50. Salem Police and the Traffic Department's civilian parking enforcement personnel were enforcing this ordinance and the City Council Order that temporarily added additional streets to this zone throughout the month of October.
