Irresponsible dog owners are selfishly enabling their dogs to illegally run at large offleash in Raleigh public spaces. While irresponsible dog ownership is on the rise all over Raleigh, there are numerous repeat offenders concentrated within a three mile section of Greenway Trail in the afternoon and evening timeframes.
