We just recently raised the height of the hoops back to ten feet to accommodate some of the taller users. We do have a lowered hoop 7' at Turnstone Park which is just down Grebe St.

Unless you're 8 or younger, why do you need a 7 foot hoop? FC Parks and Rec probably seek to prevent damage to the rims by teenagers or adults dunking and hanging on the rim.
And to be honest, I certainly would have done this when I was 13-14, if they had had adjustable hoops at Shad park.
