  Up the complaint to the City Manager's office. This is direct from a City of Berkeley publication: "The City Manager’s existing policy prioritizes response to those encampments where
  there are multiple complaints of health and safety violations. However, the city lacks a formal policy to address encampments. In fact there is no clear definition of what constitutes an encampment."

  The City has been working on an encampment policy since 2015 but nothing has been formalized.

  Kinda looks like somebody lives in there. I dont get it. I'm homeless. But I don't do any of that. Of course I stop and sleep. Maybe someday I'll get to exhausted to keep moving. But even then I'm not going to have an abundance of junk. I just dont understand why the city wont house people and then get them some therapy. For things like hoarding. This ignoring the homeless problem thing the city does is going way to far. Its ridiculous. Worse its abusive towards the homeless and towards the people who have homes. If the city government is working for it's people, then who are they working for?

  I drove by minutes ago. The pile is still there. And garbage from the encampment is now spilling onto the bike lane on Hearst.
