It sucks but that is a law in most states. It is actually illegal for them to come on to your property without permission and trim the tree. You could always DIY but it is less hassle to have a company come take care of it and remove all the debris.
The neighbor is not responsible for trees over hanging. You are responsible for everything on your side of the property line. If their tree fell on your house you would have to use your Home Owners insurance or pay out of pocket for repairs unless negligence can be proven. Call the Missouri City Non-Emergency line, I am sure they can provide the information.
