Panhandling is not illegal, in fact it is a constitutionally protected form of free speech. If it's truly a safety hazard, the City may decide to take some appropriate action. Just because the person doing the panhandling seems to be a nuisance in the eyes of some people, however, does not mean the City can or should take action.
