The traffic is using Colonial Blvd as a cut thru to US19 Innisbrook since the county/ state closed through access on Belcher Rd on Innisbrook drive.

Colonial Blvd is functionally classified as a local major street. While local major streets are eligible for traffic calming, they must meet a higher standard of criteria and not all traffic calming devices can be considered.

The County’s Residential Traffic Management (RTM) program was created to help address issues of speeding and cut thru traffic. It’s a multi-step program requiring the participation of an active homeowner’s association (HOA) and an individual citizen like yourself, willing to be the contact person.

The first step in the process requires the contact person circulate a study request form and obtain signatures from 33% of the households within the study request area and to complete and return the project application form. Once the forms are returned, we will place counters down on the road(s), at specific locations, to collect speed and volume data for a 24 hr to 48 hr period.

For a road to qualify for any type of traffic calming, counts must reflect excessive speeds and/or volumes. As the area is posted at 25 MPH, the speed of the 85th percentile would have to be at or above 37 MPH (or 12 mph above the posted speed limit) to meet the speed warrant, and/or volumes would (at a minimum) need to exceed 10 trips per day per household within the study area to meet the volume warrant. The commercial businesses at Colonial Blvd and US 19 will also be considered as they will increase the expected volumes on Colonial Blvd.

If the speed (and/or volume) warrant(s) are met, we prepare a traffic calming plan (TCP) for calming the road along with petitions that a minimum of 60% of the property owners (renters can’t sign) within the affected area must sign and be in favor of the proposed traffic control measures, before they will be considered for approval. The contact person is required to circulate the petitions and obtain notification of 90% of all the property owners in the affected area. Keep in mind that the affected area may extend beyond just the property owners abutting the calmed street.

Stop signs and/or electronic speed feedback signs are available for us to use to attempt to address speeding and/or cut thru issues. Speed humps were removed from the program some years ago, by the Board of County Commissioners, as part of their budget reductions, so they are not available for us to offer anybody for use with traffic calming. Speeding is an enforcement issue that is often times best handled by the Sheriff's office. Please feel free to contact Sgt Mark Eastty, of the Sheriff’s Community Policing Unit, yourself at 727-582-6915 for assistance. I will re-assign this issue to the Sheriff’s Office so they are aware of your concerns.

Along with increased enforcement, we can also offer our SMARTrailer (radar speed feedback trailer). We can deploy it on Colonial Blvd week if that is of interest to you. We really don’t have an active HOA so can we at least request the electronic feedback devices for awhile? Most of the speeding traffic does not live in the neighborhood it is just cutting through.

As previously stated an individual citizen can be the contact person, it does not have to be an HOA. However, I can deploy one of our SMARtrailers to Colonial Blvd for a week when it becomes available again. It is always scheduled at least 6 to 8 weeks out, so don't look for it to be out there till sometime after that. Please specify which direction of traffic you want it to face, and approx where you would prefer it be located.

If you locate it between Dove Hollow Ct and Glossy Ibis Ct face traffic exiting 19 to cut through to Belcher road. Thank you

What are you waiting for? Until someone gets injured or even killed by the excess amount of traffic coming down Colonial Blvd. at excessive speeds? I have almost been "hit" a number of times trying to exit my street, Glossy Ibis Court to et onto Colonial Blvd. DO SOMETHING!!

The problem started when the county blocked off Belcher Rd cutting access to Innisbrook drive so everybody has to come through Dove Hollow to be able to turn left from Belcher into Inmisbrook. If the county just puts in a light at that intersection i think our problem would quiet down.

The Dove Hollow Home Owners Association formally requested a traffic study of Colonial Blvd, which was recently completed. We will be sharing the results with them, and working with them on how they wish to proceed. Why the heck did you "close" the "ongoing" issue when it has not been resolved yet? What is wrong with you people? FIX IT!

Tony C, you've been provided the County contact information and service request number for this active Traffic Calming project. It's currently being tracked in another database system, we're not going to track it in multiple systems, regardless of how many times you reopen this issue. It will no longer be tracked and updated in SeeClickFix.
You've also been provided the contact information of you're Home Owners Association President, and have been directed to contact them for your input on the Traffic Calming project.
