Actually, they are blocking something very dangerous - a giant sinkhole. Underneath one of the barrel cones is a deep sinkhole that seems to have gotten larger over the past week.
Having said that - I have seen those barrel cones and other cones be knocked over at least three times (once, I put one back up myself while crossing the street). There just isn't enough warning for folks driving north on Brook. There needs to be flashing arrows and things to alert drivers to move to the right lane. I'm amazed the haphazard way the sinkhole is blocked off right now could ever pass an inspection. It's just unsafe.
I reported this issue a week ago here on SeeClickFix. So far, there has been no action taken to make the barriers safer (or, you know, to fix the actual sinkhole...)

This is horrible, I've sat in traffic on numerous occasions simply because there are a bunch of cones in the road - adn they are blocking NOTHING!
