Joshua,
I reported this same pile of junk to 311 on 10/9/18. Looks like 311 is slow to get things done, probably because there's a backlog of violations of this type in many other COH neighborhoods. I've also contacted UPRC home office to have their real estate dept check to see if this is actually on their property. If nothing is done in next 2 weeks, maybe a phone call or email to the mayor's office might help. I've had good response with hizzoner in the past.
It is on Winter street, and I've reported several times, contacted the councilman's office, nothing gets done. There's constantly a pile there. The city will say it's not on their side of the street, when it clearly is.
I drove by location yesterday and saw debris pile had been removed. Somebody took care of the problem. Also saw earth-moving equipment in operation and lot was pretty well cleared. From looks of it, appears lot is being developed.
