I am a commuter who frequents the 19th Street station on a daily basis. I am blind, and have encountered this pile-up on a few occasions, and it definitely spills out of the so-called furniture zone, if that's the term used by city staff. It would be very easy for riders to ditch their scooters a half block prior to BART, but of course the lowest common denominator thing happens, and they're just lazy and unconcerned about anyone else. Oakland needs to take a stronger role in regulating this implementation of scooters. I believe in their existence and recognize the value, but if they are degrading people's quality of life and creating dangerous situations on the sidewalk, it's time to step back and re-assess.
