This writer is referring to a signal light known as a "near side traffic signal," basically a signal on the near-side signal mast, that matches the signals on the far-side (opposite side) mast. It's designed to give early warning to motorisits coming up to this odd-shaped intersection. But most motorists are not understanding how it works, so it is going to be removed. Just waiting for that work to be done.
