Traffic traveling East on Zebulon Rd are allowed to make a U-turn in the left turn lane because there no breaks in the concrete divider allowing for left turns anywhere else from the interstate to that intersection. Giving the SB Peake Rd right turn traffic a green arrow during this time would create a conflict in traffic flow. This is one of the explicit reasons for the right turn arrow and the "NO TURN ON RED" sign.
I checked the timing and function of that intersection today and everything was running smoothly and according to design and program.

Intersection was checked and working properly.
