I disagree that this is needed now. It would be needed if Chapel eastbound were to be converted from a two lane street into a one lane street with bike lane and curb extensions/pedestrian medians to improve safety.
Extending the signal within the current configuration would impact other traffic by making the cycle longer - and it's clearly already too short for pedestrians who cross because of the extremely wide intersection, and for the drivers who are speeding and running red lights several times per minute.
This is an extremely dangerous, wide intersection with thousands of pedestrians and hundreds of bicycles per hour during rush hour -- extending the signals here would only frustrate drivers and create more speeding and red light running. Many pedestrians who are not able-bodied find it difficult to cross here (for example, watch a woman with a stroller, or an elderly person try to cross in the given time).
Emphasis instead should be made on dramatically improving accommodations in this area for pedestrians and cyclists, while limiting vehicle miles traveled, before more people are injured or killed here.
The conversion of Church Street back into a two-way street should help matters somewhat, especially if that project is combined with pedestrian medians (not to do so would be in clear violation of the city's "complete streets" ordinance).
