  We have checked with Public Works. This is not a malfunction. Please see the explanation below.

  Intersections around campus and throughout downtown Berkeley, during the hours of 8:00 a.m. to 6:00 pm., the Pedestrian Crossing Signals are programmed to cycle automatically along with the Traffic Signals, whether or not there is a pedestrian at the intersection waiting to cross.

  After hours the Pedestrian Crossing Signals at these intersection revert to manual control – so at those times, a pedestrian must press the Pedestrian Crossing Button to trigger the Pedestrian Walk Sign.

  This may be intentional, but I believe it is wrong-headed. It makes waiting for the light even slower at an already slow intersection. WHY should the pedestrian signal cycle on when there are no pedestrians present? What is more, all the pedestrian crossing signals do not, as you claim, cycle automatically. The pedestrian signal for crossing Hearst Avenue NEVER comes on automatically, only the signals for crossing LeConte and Arch heading north/south do.
