eastbound, in the left lane of memorial way there is a uturn sign immediately before an entrance to the under-bridge parking lot for HPD seeming to indicate this is where to make a uturn. this entrance has Do Not Enter signs. about 100 yards further down the road is the actual uturn.
please either move the uturn sign to the far side of the parking entrance or allow public vehicles to drive through the under-bridge parking area by removing the do not enter signage
