So if a private citizen came out and 'edged' back the grass to open up the bike lane, he could present the property owner with a bill for $100... At which time the property owner could call the police about someone either destroying private or public property... Which the property owner failed to maintain.
BUT... If the city sent a crew to edge back that grass, they could present a bill to the property owner for $250 and force them to pay with the assistance of the police.
Confusing, isn't it?
