Description
Two recycling containers, placed at corner of building facing 46th St S. Recycling route is on 46th St S, but address is 1725 Scranton. Occupants refuse to place cans by curb for pickup. Cans have been overflowing for many months, to the point that lids cannot close and items are spilling into yard, right-of-way, and streets! They have never been placed at curb by current tenants; cans remain in same position getting fuller because they are never emptied.
