Upper Dublin Township, This same issue came up last fall. I showed the townships policy to the township personnel that were collecting the leaves, I was told to disregard it and put he leaves in the street. So it seems, "the left hand doesn't know what the right hand is doing!"
UDT will look into this matter, as you can imagine this type of situation is occurring throughout the Township. I will touch base with ground crew personnel.
It seems the policy is clearly stated on the website about having the leaves at the curb, but not in the street. My children and I were almost flattened by a delivery truck last night because the situation with the leaves is so ridiculous. How anyone can possibly think it's not a major safety hazard, is beyond me.
Public Works instructs residents to set out leaves at the curb, NOT in the street.
When residents do not follow the rules we try and deal with the problem by:
1.) Collecting the leaves as per our schedule.
2.) Contacting residents to get the leaves off the street.
3.) As a last resort contacting Code enforcement for violation notice.
4.) In some cases, contacting the Police Dept when offenders are actively blowing leaves into the street.
Vacuum Leaf collection is a difficult service to provide and we rely on cooperation from residents and landscapers to follow the rules, follow the schedule and most of all keep their neighborhoods and streets safe.
Additionally:
Leaves can be bagged and set out for yard waste collection until the end of November.
Residents can drop off leaves at the 1128 Camp Hill Road compost site year round.
(M-F 7:30a to 2:30p)
We will be in area 1 next week November 26th to pick up the leaves. Hopefully the snow melts by then.
