The Police Department never seems to fine dumpers. Law without enforcement is useless.

Enforcement is the problem. Recently in the Gripevine column in the WH Voice, they printed a long explanation of the city's policy for trash pickup. To read that description of what's allowed and what's not allowed, and then look around any neighborhood the day (or more) before trash pickup, and you'd think you were dealing with completely different towns. My favorite is the injunction against piling trash in a trash can higher than the rim. Fining that infraction alone could net the city thousands of $$. This picture is unfortunately an all-too-common sight in West Haven. And people continue to do this because no one stops them.

education is the problem people need to be educated about proper personal trash management, including recycling. then after they have been taught impose the fines. its possible.
