Why do we have so many dirt bags that think the world is their dumping ground?

JW, I don't understand why more people don't see these low life's dumping all over our city.

We need stiffer laws and real enforcement. No Tolerance. We need the message through out Vallejo. Like sign saying "only Trashy people trash our city" Grown ups don't
