Zoning violations, regardless how long they have been going, on are still zoning violations. Junk cars with expired plates parked in front of junk filled front yards. Installing driveway cuts to city streets without appropriate permits. I would never buy a house here for a multitude of reasons, but rules are rules. In this case the rules would really help clean the place up.

How long have you lived in this neighborhood?… 1 year?… 2 years?I bet those people have been there far longer than you… I’ve been here since 2008 and they were here before me. As I suggested earlier, a more peaceable solution for our neighborhood (“our” meaning me and the people who live at the address you’re harassing) is if you would sale and move.
