There is still an ongoing issue with trash outdoors at this address.

I am wondering why the city is sending these orders to the rental property and not to the owner at her residence....

For example, trash was picked up today and these tenants were too lazy to walk their garbage to the curb. So, the rest of us will have to deal with the hazards of open garbage for another week.
