A man has a tarp over himself to keep dry, but is not sleeping. He is sitting up and he is not blocking the sidewalk. His tent and train of property were stolen yesterday and his bike was stolen today so he only has the tarp and a blue rolling suitcase left...He was very cooperative about scooting the suitcase to the side of the tarp and not blocking the sidewalk with it...Guide 14
