THIS HAS BEEN POSTED IN MELROSE COMMUNITY GROUP (FACEBOOK) AND HAS GOTTEN GOOD/SUPPORTIVE RESPONSES:
I have been reporting this in past 10+ years to the city, www.seeclickfix.com and DCR. It was ultimately decided that it was DCR's area, but through the years they have given me responses of- "This is a very old catch basin/pipe. We can't even find the blueprints anymore," "Staff looked at the site yesterday and it is a natural condition of the way the water flows from the reservation. There isn’t anything we can do right now to change the flow,""We don't have the budget for this right now, " or no response at all.
Since I last reached out to their offices (April 2017), I made another major make-over of my retaining wall including making a shallow trough to divert (Middlesex reservation) water from that broken DCR pipe away from my house. However, there is still streaming water from the reservation to my driveway, to other residents' driveways (Brazil street), the sidewalk and also accumulating on Washington Street (a main/major busy street in Melrose). My concern is not my own driveway, but the fact that this is a major annoyance and a safety issue in our neighborhood. A neighbor (longtime Melrose resident) said the same thing happened on the other side of the reservation on Washington St., and they (DCR or Melrose?) fixed it by redirecting the water
.
UPDATE: waterproofed my basement, I did the retaining wall twice already because they wouldn't do anything. Sump pump stopped pumping all year until lately (heavy rains), but much much less than before. Then it stops after the rain. If you look at the video water is really streaming from the reservation.
A few Responses:
our alderman Sean McMaster lives down the street from you. Why don't you see if he can get any movement on the issue?
The DCR is typically unresponsive. I suggest reaching out to your Alderman and the Mayor’s office and our State Rep. Paul Brodeur and State Senator Jason Lewis. Let them all know you have contacted the others, and that you have been reporting this issue and the channels you have used. If your neighbors can act and speak together it will be more powerful. Good luck!!
Have you reached out to a lawyer? There are very clear laws about directing water into or away from another person's property.
Yes...to my yard...to the driveway and down the street. Water is streaming from the reservation.

THIS IS NOT A SUMP PUMP!!!
THIS IS A PUBLIC SAFETY HAZARD AND IS ENDANGERING THE FOUNDATIONS OF HOMES.
PLEASE GET THESE RESIDENTS SOME HELP. THIS HAS BEEN GOING ON FOR FAR TOO LONG.
DO NOT CLOSE UNTIL RELAIRS ARE MADE.
