This car is legally parked and has effectively helped to calm traffic on this street, especially important since it is so close to a school.

Regardless of what Ms. Hughes claims above, there is a NO PARKING THIS SIDE OF THE STREET sign with arrows pointing both directions so it cannot be legally parked.
This vehicle has also caused an accident, see damage in photo where collision has occurred.
The “calming effect” described above is actually a hazard created by the bottle-neck. It should be towed away.
