Thank you for bringing your concern and sharing your thoughts and opinions in relation the same to the Princeton Police Department's attention. Although you claim that you have "never" seen a police car watching for speeders on Leigh Avenue, I can assure you that patrols have been present to monitor both speed and volume concerns in the past and that these issues do matter to the Princeton Police Department, especially the Traffic Safety Bureau. As a result of your expressed concern, I have detailed a low profile unit to the area between John and Race in order to monitor both speeds and volume in the area which would see the highest speeds based upon the geography of the roadway and the existing traffic safety and engineering controls. This alert will be updated once the speed and volume data is secured and reviewed. A low profile unit from the TSB was detailed to the area as indicated earlier and was present to monitor both speed and volume data between 8:15 - 9:00 AM on today's date, 11/27/2018. A review of the recorded data showed that a total of 34 cars traveled down Leigh Avenue in the section between John Street and Race Street during that time period. The highest recorded speed (one vehicle) came in at 29 MPH while the 2nd highest speed(s) came in at 27 MPH (a total of 2 vehicles). The rest of the vehicles (for a total of the remaining 31) came in at or below the posted 25 MPH. Further evaluation of the results revealed that the average speed on the roadway during the aforementioned date and time came in at 20.56 MPH, almost a full 4.5 MPH under the posted speed limit currently governing the roadway. These results were subsequently compared to data formally secured via one of our mobile speed signs which was deployed in this specific area of Leigh Avenue during the 3rd week of April, 2017. The comparison revealed that the data manually secured on this date was consistent with the data received at that time. A review of the data also revealed that the total percentage of motorists traveling greater than 5 MPH over the posted speed limit was limited to only 1.7% while the total percentage of motorists traveling greater than 10 MPH over the posted speed limit was 0%. As a precautionary measure, my officers will continue to monitor the area and will issue any violations accordingly if and when they are observed. Thank you for your response. Perhaps people are going 25 or just a few mph more at some times of the day and other times, much faster. At any rate, 25 is too fast for a narrow street with a nursery school without a parking lot (kids are crossing there all the time and standing in the street getting in and out of cars parked on the opposite side of the street to the school), two restaurants and a store (not to mention the park and school two blocks away) to which most customers walk. The statistics for being seriously injured or killed,as you likely know, increases by a lot with every 5 mph. People often go a few mph over the limit so if the speed limit is reduced to 20, people will speed likely at 25 anyway. I also recommend flashing lights and speed bumps, at the very very least approaching and in front of the nursery school. I have personally seen people not slowing down at all when passing people getting into the cars parked in the street, regardless of whether a small child is there or not. Will it take a serious accident to make changes on this street? I hope not. Thank you for your concern.

Thank you for adding your additional observations and opinion on what the speed limit governing the roadway should be. And, 'yes', I am well aware of the statistics as they relate to speeds and associated pedestrian injuries and deaths. As a result of post, one of our mobile speeds signs was deployed to the area in order to determine the true rates of speeds along the roadway, particularly in the area in question between John Street and Race Street. The most recent data indicates that the average speed along this section of Leigh Ave came in at 19.4 MPH, a full 5 MPH under the currently posted speed limit of 25 MPH. Although some peak speeds were registered in the 30's, these motorists comprised approx. 0.05% of all motorists utilizing the roadway. Although there were few consistencies and/or patterns established which would serve to narrow down any particular day and time that the offenses are occurring w/ any type of regularity, the highest speeds occurred during the weekday between 9:00 AM and 12:00 PM. Your recommendations in regard to increased safety measures will be brought to the attention of the Municipal Engineer, Ms. Deanna Stockton, and the Princeton Police Department will continue to attempt to curb any speeding violations via continuing on with increased selective enforcement details in the immediate area.
