There are numerous inoperative vehicles located in back yard of this house being "worked on." Owner appears to be erecting a fence on alley right of way to provide additional parking for a trailer. Alley communal trash can has been moved to accommodate the trailer.

The communal garbage cans can be moved by approval from the POD. Can you support that this was done without approval?
Municipal code section 16.40.100.5 restricts neighborhood zoned property to no more than 2 pieces of domestic equipment parked outside an enclosed structure not to exceed 35 feet long, 12 feet high, and 8 feet wide. Can you support that the trailer does not comply with code?
Municipal code section 16.40.040.3 has a chart detailing the fence placement for the type of lot. Municipal code section 16.60.050 describes fence placement in front/side/rear yards in neighborhood traditional areas as "To property line" Can you support that the fence does not comply with code or property lines?

As moving the communal garbage can to an unserviceable side of the alley would impact all who use it, including the property owner/tenant assumed to have moved it, is it not possible that temporary relocation of the communal garbage can was done by the sanitation department or transportation department for the purpose of maintaining the alley?
Excluding passenger vehicles and motorcycles, the city defines domestic equipment to include motor homes, trailers, boats, utility trailers, and recreational vehicles. The original description lists multiple inoperative vehicles, but only one trailer. Are there additional items on the property that would classify as domestic equipment? If so, are there more than the two allowed?
