Can we have ISD and Parking review Hawthorne Place Street. From all plans I’ve seen online and at Assessors office, all of these parking areas (except for 1 on Essex side) are un-permitted and many of the times they partially block this active roadway.
I believe according to the municipal code that certain easements can be grandfathered in, except in cases where it blocks an active roadway. From my reading it seems that having a clear roadway trumps anything else (especially for clearance for First Responders). Was looking at article 5 and 6 in the parking regulations.

I think the issue I reported above is a bit different since it's more of a zoning/emergency response issue. Due to the fact that this street is a one way alley with no parking/sidewalks/street lines painted, it has allowed residents to create their own parking. The issue with this is that many times it blocks the actual street (a fire truck could never make it down the street obviously) and it's un-permitted parking (which means it's a hazard).
A couple of years ago, maybe only one or two cars would park here. Now that people have noticed that no one gets punished, we usually have about 7-12 cars parked illegally depending on time of day and at times it's used as a driveway where nothing could pass at night.

I would also recommend painting roadway lines on this road since it will give people an idea where they cannot park. It's only around 40 feet of paint on a one way and even though it is out of season, it could solve much the issues. I would be more than willing to help if your shorthanded. My area in particular receives the brunt of industrial traffic and our roadways show it, so we expect some attention on these side streets as sometimes they are our only way to travel.
You will also notice if you paint roadway lines based on the City roadway plans, there will be un-permitted parking pads that abut into the road. There are no grandfather clauses where a building structure is built partially in an active roadway and allowed to stand. Please site where that is if so.

Thank you very much for assistance on it. I will take pictures of all un-permitted areas when I get a chance this week. Doesn't matter what time of day, it's always there (as initial picture showed).
Happy to do a walk-through one day.

Thanks Tom/ISD/Parking for doing an exhaustive deep dive into parking in Hawthorne Place and its roadway definition. I will contact the Traffic and Parking commission to seek a public hearing.
Hopefully no one finds out that they can park in the middle of the street as of right now with no issue.
I also seemed confirmation on whether property owners can build into Hawthorne Place Street? I know you saw the parking pad that wasn’t grandfathered in built partially into the road. If this is fine, then I may try and build something myself on Hawthorne Place potentially if it’s up for grabs. I can follow up on that this week with you (since that issue is a non-Parking issue, but rather if us citizens can begin seizing Hawthorn Place as our own land.
