Description
The traffic lights at Blackmon Drive and N Decatur aren't working properly. If you're on Blackmon Drive trying to get on N Decatur (let's say leaving Sprouts), the lights are stuck on red. Three full cycles later, we all just had to run it.

I notice last 2 month fix and same issue again and again when train pass tragic light acting up need permanent solutions for these issue
