It’s Caltrans. Burlingame doesn’t handle it.

Still a disaster waiting to happen. Burlingame City staffers always shift the issue to Caltrans, but I wonder if they bother to ask Caltrans to clean up the site? Will Caltrans' fire crew come to extinguish a blaze there if there's a fire at that location?
