BTW the address recorded and the picture do not match, the receptacles do not belong to the person you claim, and goodness knows when the picture was taken. There is no way to really tell. Suggest you focus yourself on zoning compliance and get out of the detective business.

Maybe you should consider doing the same thing and stop being the detective and quit the bullying of older residents for homestead when they are under total compliance. You alone have made this area a terrible place to live. Congrats. We will be watching you now.
