This is not a good look for Salem or tourism and the mayor has told the police to be pretty much hands off on the homeless and not move them on.
Lifebridge really needs to step up; they attract these people but then send them out on the street if they're drunk or high. The taxpayers are footing the bill on police costs and the cops end up being distracted from other issues.
The residents are going to have to just deal with it until the tourists start to complain.

When businesses in the immediate area feel the impacts of people not patronizing their restaurants and shops because of the drunken, loudly profane, publicly urinating homeless, they will complain and call the police. My advice is to take your business elsewhere and make them feel it. There are plenty of other nice locations to shop and dine in.
When the situation is dealt with, reward the system by bringing your business back. Right now we are @#$% into the wind.
