Description
tree branches & undergrowth overgrown into alley right-of-way impeding normal traffic flow & denying this complainant full access to drive his vehicles thru the alley into his back yard & garage. Neighbor has refused for several years to keep the alley trimmed to allow full access in compliance with city code. Neighbor told this complainant that he has a letter from the city giving him a variance so that he does not have to trim the overgrowth into the alley right-of-way, & that he doesn't care if I'm unable to use the alley.
