They appear dumped... some are disabled as well as the graffiti on one. Someone (I would guess Josh or his son/daughter) is dumping them here. There have been 8-10 put here in the last 2 weeks.

The companies pay peoplel to pick up scooters, recharge them & put them in areas where they will be used. Not happening here.

I'll say it's not happening. On Saturday I saw a guy there to pick up the scooters... he couldn't get all of them because the Bird people wouldn't let him pick up some of the obviously broken and disabled ones. Apparently they weren't yet in the system.

I have pulled a few off the rocks in the last few weeks. When are these considered rubbish?

Send em in... so that the Bird and Lime folks will know what happened to them. It's a shame that folks who don't like them can't just walk on but instead have to toss on the rocks or in the drink.
