Thank you for reporting an issue to the City of Jersey City. Picking up dog waste is required by law. In order for a summons to be issued the Animal Response Team needs to have both the name and address of the offender. It's not the job of Animal Control to pick up dog poop. You should buy an outdoor security camera and submit the footage to the police and local neighborhood association channels (Nextdoor, FB communities, etc). The only way this will stop is to catch the offenders in action.
